It’s not “a” rater. It’s many raters from all over the place. In aggregate their opinions reflect the opinions of society at large. Crowdsourcing these solutions provides a layer of insulation against bias getting injected into the algorithms. It separates the people building the algorithms from the people labeling the data. In order for bias to get inserted, thousands of people from all over the country and world would need to have the same exact bias.
